I create and edit my covers in good ol' Photo Impact, with a dash of Krita on the side.
I've shared this link in the past (3D book mockup covers) but did you know there's a full fledged online cover editor as well?

You'll find the free Online Cover Creator here, and there are some tutorial videos on YouTube as well.
The site is a bit messy, and it's an unabashed attempt to grab your email address and sell you more stuff, and it's very LOUD and noisy, but that's the price you have to pay for anything free these days.
